He needs to see another Doctor. A 73 yr old man does not have a constant headache and dizziness for no reason, could be high blood pressure that can cause a stroke, or any number of things. Maybe it could be some kind of fumes in his house. Does anyone else in the family have this, or does he live alone?
Just keep trying until you get it figured out. He is still young at 73 in these times, and you'll want him to be around for a long time.
Good Luck

You need to get checked out medically. Any form of dizziness or headaches might be fairly serious, but you can't know for sure until you get a medical opinion. Any advice you get here cannot be treated as a medical opinion in the same way as you might expect once a doctor has examined you and you have had diagnostic tests. So, if you have no insurance I'm not sure what the consequences for that may be as I'm not in the US but surely, you might go to some public hospital and get checked out there? Hope you are feeling better soon.

Headache is a pain in the head, scalp or neck. Headaches can be
caused by minor problems like eyestrain, lack of coffee or more
serious reasons like head injury, brain tumors, encephalitis and
meningitis. Taking painkillers continuously can have harmful side
effects, so it is better to modify your lifestyle. More information

if the Dr. is sure he does not have an inner ear infection, request a brain scan. It could be a tumor, or a problem in the blood vessels, if they swell they could cause pain, and possibly if hitting the right nerve, cause dizziness? Dizziness can be caused by Meniere's syndrome, but don't know if it causes pain or not. Is he on aspirin therapy? if not, he should be.

it may be blood pressure in which case all that needs to be done is have a chart that needs to be filled in through out the day with his bp on it. the GP will have a look and prescribe medication.
It could be some sort of little strokes or similar attacks. either way get back on to your GP and ask him to investigate some more there has to be a reason behind it all.

the dizziness could be the result of meds, and the headache could just be a headache
