Mixing bleaches and mixing colours. Confused!?

I about to buy some wella koleston colours and also buy some wella powder. Ive just got a little confused coz i have bought some developer at 6, 9 and 12% do i just use this with the colours or do i use this with the bleach aswell? Please someone help!

use 6% developer only with bleach. with color too you can use 6% or 9% developer. for highlighting you can use 12% developer.. but for skin only 6% developer.
