By "conventional" I assume you mean film?
Practically any 35mm film camera, including most disposables, will outperform a 1.3 mega pixel camera for prints. The 1.3 m file would probably look all right on your computer screen.
About the only place you see a digicam with only 1.3 mega pixels now days is in a camera phone or a key chain camera or web cam.
If you want to make prints, a 3 mega pixel camera will give you fine 4x6s. If you crop heavily or make big prints, then choose a model with 5 or more mega pixels.

The problem I find with cameraphones is that though they may look great on the computer, when it comes to printing out on photo paper the pictures look a bit fuzzy, pixelated. For example the photos on my K750i 2 mega pixel looks amazing, on the phone, but reproducing onto paper it still seems to lack somewhat. have yet to see how the 3 meg cameras do though, when I can afford one.

A standard conventional camera will produce pictures to an equivalent of about 12 megapixels, quality variables being paper quality, film quality and focus - giving you a "whatyousee" equivalent.
