Yes, he likes her and has difficulty expressing that emotion in a way in which he is familiar. Therefore his attentions come out as teasing. It's very common.

Oh yeah, he likes her. For him the teasing is a safe way to get her attention, because he's afraid that HE'LL get teased by someone if he reveals he has a crush on her.
Perhaps if you could assure him that he won't be teased by you, he might find a more positive way to get her attention.

I think most lads do this, and if he ain't got any older brothers or sisters then hes got to tease someone. plus he probably does like her a little bit.
