Cornbread is made with cornmeal and flour. If one used just cornmeal you would have a cereal, such as mush. Flour and a leavening agent must be used to make cornbread.

cornflour is a finer grind while cornmeal is coarser which gives cornbread it's texture

It is referred to as corn meal because it has a coarser texture than flour. Meal vs. flour is really a difference in consistency.

corn meal is not as finely ground as flour. It remains coarse.

Flour has a powder consistancy. If corn were ground to that consistancy then it would be corn flour just as wheat flour.
