It's actually a slang phrase...which I think means something is so nice and new and different that its literally right off the store shelf. (It started in reference to clothing, with the hanger being the hook)

Not sure how it relates to a beautiful woman , but to get "off the hook" means to evade responsibility, unpleasant duty or culpability.
The phrase comes from fishing with a hook and line.

well it's like in fishing. If you know there is a great fish in the water that you really want because you know it's a biggie, and you know that you would have your picture taken with it and published in every fishermans magazine because it's a beauty, invariably, this is the fish you can't catch or hook. That fish is so good it's off the hook. It's too good to be caught. It's too beautiful to be reeled in.

Not a bad answer for someone who has no idea about fishing !

Usually the expression off the hook means you are out of trouble..and not held responsible for something that went wrong.

I thought it was to do with fashion, on the hook meaning mass production, run of the mill type stuff, off the hook meaning special and a one-off designer special


or is that off the rack...
