According to the old rules of etiquette, Black ink was used for more formal uses, and blue was used for more personal uses. Black is correct unless you are writing a friendly note to a friend.
That being said, nobody knows these rules anymore, so it doesn't make any difference any more.

Black. But it really depends on what goes in the envelope. For my parents 50th anniversary, I used gold ink on the envelope.

pink if you're in love, blue if you're having a sad day, black if its something serious, orange if you don't like the person it's addressed to (or yellow - they're both hard to read on an envelope :) I think it should reflect your mood really! how boring if its always black
