The bootable disk only reboots your computer. To reinstall Windows 98, you need the Windows 98 CD with its key code. If you are trying to reinstall over an old version of 98, you are asking for trouble. Been there - done that - got the T-shirt. You will end up having to reformat and install a clean copy. Go to Microsoft and look for Windows 98 installation instructions. You'll find everything you need to know there, including the announcement that in July 2007, Microsoft will stop supporting Windows 98 and Windows ME.

Put the Windows 98 CD into your CD drive. Boot the computer so that is starts from the CD drive. It will automatically start to Windows 98 install for you.
