It depends upon the OS. Anyway usually you will have to copy everything from the disc. Also, to make the disc bootable, you should use some software like Nero or Alcohol and select the option of disc to disc copy. Else you should make an image of the disc in iso or bin format and then burn the image on an empty disc.
Copying only the setup.exe won't work. This is because setup.exe is only a basic program which decides the installation procedure. This program copies and expands files,modifies registry, makes appropriate changes during installation, thereby guiding the installation It itself may not always contain the actual installation data.
