On average, a pub focus more on beer and wine than liquors and cocktails. The food selections are better and the atmosphere more casual.
An average bar will serve more mixed drinks and have a fuller stock of hard liquors. Most don't serve meals, just snacks.
But it really doesn't make any difference nowadays, they are just watering holes for gatherings of one purpose or another.

Technically speaking, a pub is a bar in England, but also an Inn in England might be the difference between a bar and a grill in this country. Anyhow, traditionally, a pub is a place where ale is drawn from a wooden cask, without any CO2 pumped into it artificially. A bar is where you buy bottled and canned beer...

A PUB is a public house: tavern consisting of a building with a bar and public rooms; often provides light meals

A BAR or "barroom" is a room or establishment where alcoholic drinks are served over a counter.

I think that bars are more 'drinking establishments' and that pubs are more drinking, dining, meeting, and socializing places.

However, I also think that the lines become blurred and that the two are pretty much interchangeable in many instances.

I think its depends on where you live eg. pub comes from the word public and bar is the extension to the phrase to mean public bar,so in that case a public bar is avalible for children to be in but only accompanied by a parent.
people say I'm off to the pub in short term rather than saying I'm off to the public bar.
Or when they are there they could say, I'm going to the bar, anyone need a drink?
Public bars have to have food avalible to purchase.
and I guess origanilly bars you didn't but well at least where I live they have to have food to purchase in some form and the only one's that can get away with it are Clubs,Night Clubs.

Lots of bar jokes like; horse walks into a bar, and the barman says, "so, why the long face"?, but none about pubs that I know of.
