Are you a Turkish citizen? If so, you can get a Turkish passport. Passports of any country are only available to citizens of that country.

Regarding a visa, the cost differs from country to country. If you happen to be a USA citizen, you have to have a USA passport, and if you want to go to Turkey, get the visa information from the Turkish embassy or consulate.
