Consult the building regulations and technical standards applicable to your part of the country to see what is required of a "habitable room" (ie: thermal insulation, ventilation, daylighting, etc.).

Its normal building work, and you'll need outline planning and to follow building regs.

If its freestanding....
Its likely you'll have to lift the floor, if the cavity is not 15inch you'll have to knock down the walls, the roof truses will not be to habitable standard. It'll take a lot to get a frestanding garage to building regs approval.

If its integral....
There is likely a covernent on the deeds to prevent it being converted to a habitable room.

So no, sorry, dont know of a site that gives step by step info, there are too many variables.
