when i switch on the camera the shutter doesn't open fully and its opening half only
But while switch off its closing fully

Battery has nothing to do with it. Check to make sure the camera was not dropped or bumped recently, also if soda pop or any other sticky fluid was near this camera recently it could be gumming up the works. Finnally look on the LCD on the back. If when this camera is turned on the LCD stays black with a little white message "E18" appears, toss the camera. E18 is a known error code for these types of cameras that is a user error code for the factory. "E18" refers to a lens problem whcich it seems you have. It voids your warranty and constitutes a very expensive repair to reset the lens. At least $150-250.
