Have them make a craft, such as a necklace or bracelet. Also, you can get those foam stickers in different shapes and letters/numbers. They can decorate a hat, a door hanger, or just a square piece of foam.
I just did both for my daughters slumber party. We already had the foam stickers, they attached them to construction paper. I bought 2 lbs. of mixed beads and stretchy bead string and spent $10. The kids had a blast, they all loved wearing their bracelets and necklaces, and I still have beads left.
I personally hate those goody bags...the little trinkets in them always end up stuffed in my carseats or I step on them when going in my kids room.

I have bought really cute picture holders or frames - just little inexpensive ones you can get on sale in a lot of home decor stores. Then at the party, we've taken digital pictures and printed them out to have ready to take home. Or, if we didn't have time to do this, we've sent the pictures later with the thank you cards. Have fun!

the right Etiquette says sure, each and every time you're invited to a celebration and may't attend you're to deliver a present, not purely with birthday activities, yet with weddings, showers, etc. and that is purely good that you invite an similar people, and they do an similar for you.

you can buy kits at a craft store to make frames. you can also purchase hard plastic cups with the birthday theme and fill with candy, a pencil etc. go to the dollar store they have lots of great stuff. Bubbles, buy the address label and print them with daughter's name and date and attach to bubbles. Have them make wands or whatever your theme is. email me with your theme i love planning parties and can give you some better ideas.

It's not necessary if you are paying for a party like that in my opinion.
