Boredom.!!!
You must attend to the problem straight away otherwise it's going to become a life time problem.!!!
Parrots get depressed just like humans, get it some toys, when you catch him plucking his feathers reprimand him straight away.!!!
Let him out of his cage(cut his wings first) and talk to him also you need to train him to sit on a stick and eventualy on your finger.!!!
Parrots are social birds that need to belong in a family pack, don't keep a parrot if you cannot give it the attention that they require, it's not fair on the poor bird.!!!
I have an African Grey Parrot that has been with me for 23 years, speaks English and Afrikaans(over 120 words and can swear too) and can do tricks as well.!!!

if anyone could give a definative answer they would be a millionaire by tonight. The reasons for a bird plucking are many and varied, ranging from low calcium levels, pain, wanting to breed (females pluck their chests), disease, boredom, the presence of nicotine on their feathers (don't smoke around them and wash hands before handling them) to boredom, stress and the presence of toxins in the body.
Go to an avian vet and get blood tests to rule out most of the above before working on diet, enrichment etc.
Plucking is serious and can lead to self mutilation, infections etc.
Contrary to what most inexperienced people seem to think, boredom is the least likely cause of plucking.

it could be a number of things -
1. Boredom / stress
2. mites / paracites
3. allergies
4. (if plucking the back above the tail) a blocked gland.
the most likely is to be the first unless it is kept outside or with other birds.

If your bird isnt getting the attention it is used to it will pluck feathers. Also check for mites.

my boyf galah cockatoo used to do that, he took her to the vets and said she didnt have any mites, so she might have a behaviour problem. Does your parrot have enough toys to play with? cos boredom can cause this.
Is your parrot stressed? that does'nt help.
What is your parrots diet like? My boyf now buys Harrisons, its expensive but good - and it stopped his parrot from plucking.

if he is in a small cage with no toys or anything to amuse him, if there is no shrubs or not enough room to fly he could be stressed/bored. if this is the case look at alternative housing for him. his feathers will not grow back either, so if none of the above applies take him to a vet.

sometimes because they are board i had 1 he plucked all his out took to vet gave me some stuff was right in few months ,let him out of cage more unless you already do.
