I can only speak to the snoring part of your question, but a sleep clinic can probably find the reason for sleep talking as well.
Snoring can be a symptom of a very serious disorder called sleep apnea, which can, if untreated, lead to heart damage and even death.

If you snore softly once in a while, then this is probably not apnea, but if you shake the house, snore like a bear, and drive your spouse to the guest bedroom, then apnea is a distinct probability. Sounds like you are with someone in the second group, so he needs medical help, not poking, smothering, or kicking!

Apnea is usually treated with the use of a device called a CPAP. He can't just buy one of these - they are sold only on prescription, as the pressure needs to be adjusted to his individual needs, with too high pressure being as dangerous as too low. CPAP stops snoring 100% and usually makes the patient feel generally more energetic and alert during the day as well. It would be impossible to sleep talk while using a CPAP, but that is not their primary purpose.

Please get him to ask his doctor to refer him to a sleep clinic right away. They usually have a long waiting list, and it's important to get the process started ASAP.

Usually non medical remedies do not work. It is just a waste of money. I know because I have wasted a lot of money on snoring products from t v and on the shelf at the drug store. Only an ear, nose and throat doctor who specializes in snoring is a prudent method of addressing the problem.
