Here's a few suggestions...
1) Drink water- Helps to hydrate lips
2) use chapstick with sunscreen ( SPF 15 etc.)- This protects your lips when dry especially in the winter as well as protect from sun damage
3) avoid licking lips - causes hypertonic situation dehydrating lips
4)Use toothbrush- Sometimes before bed, I brush my lips very gently with a toothbrush. This helps to remove dead skin cells overtime and then I immediately place lip chap on

However if anything you do doesn't work, the best place to go is to the dermatologist. Sometimes, chapped lips can indicate an infection or nutrient deficiency. Especially go if you notice dry cracked corners of your mouth.

Cheap glosses are out of the question! Liquid ones are unattractive and they make your lips feel moist but they peel beyond normal. Something a little waxier is good, some solid balms. Many people swear by Nivea, Blistex and Burt's Bees Wax.

Dry, Cracked Lips – The lips are particularly vulnerable to becoming dry and cracked because of the continuous exposure to moisture from the tongue and mouth. The added elements of wind, sun, and cold weather make the condition worse.

Chapstick, vaseline are good for when you go out. But when you're at home, you could try natural remedies like almond or olive oil or honey. Honey's an excellent natural moisturiser....u could literally be honeylips!!!
