not all that sure, but in 1950 the british battleship Vanguard fired an eight inch reinforced base shell from a 15" gun using a double sabot and achieved a muzzle velocity of 4630 fps and a carry range of 37 nautical miles!..

As of a few years ago the highest muzzle energy from a tank gun was the Russian 125mm. IIRC it has 150m/s more velocity than other guns. Course the barrels were only good for just over 100 rounds each before they needed to be replaced.
