If you don't wish to type it, I'd suggest using a ball-point pen. Pencils are so tacky...

On the address line both on the letter and the envelope, write the CG's name, comma, Consul General

For the greeting, use Mr. or Ms.

Example:

Joan Jones, Consul General
US Embassy Zenobia

Dear Ms Jones,
