Getting into Australia imight not be as easy as it may sound. Go to the website in the link below and then follow the visas and immigration link to the visitors section then check what will be the type of the visa you require.

There is the normal tourist visa and there is the "Sponsored family visitor visa". There are strict rules and regulations for each of these. It seems that for the sponsored visa - "The applicant must have an eligible relative in Australia or an Australian Government official willing to sponsor them.
The sponsor provides a guarantee that their visitor will leave Australia before the visa expires. Support from the sponsor is taken into account by the visa decision-maker"

So, if the person you know in Australia is not your family - you might have to get a tourist visa.

There are also cost involved.

I think it is a lot easier now than when I went. When I went it was very hard for your single women to get a visa. I had to go to the consulate in New York and argue with the man there, finally he gave me one because I was meeting and marrying my American fiance, who was already in Australia as Managing Director of a refrigeration plant in Moss Vale.

No u cannot, u need to apply for work visa or PR visa depending what kinda of sponsorship you get.

better ask your friend to visit you! There are lots better places in the Philippines to see.
