Isn't it interesting how people tend to view the negative and read things into a question? The answers you have gotten up to now, the people act as if you are just going to turn her loose and go out on her own. With a permit, there has to be a licensed driver with the person that is driving. And any responsible parent is NOT going to turn a kid loose with a car without some practice. Most states nowdays you can do some limited driving on your own at 16, but to be a fully licensed driver you have to be 18. Now, lets get to the actual question at hand. First of all 4 door cars are the lesser expensive for insurance purposes. And the bigger cars seem to be somewhat more prefered by insurance companies where rates are concerned. Safety is an issue with the insurance as well, so that is why some of the bigger cars are more preferred. So lets take this step by step. You want an American car. We have established that bigger 4 door cars are better for insurance. Now, the not too expensive on gas part. I have a '98 Oldsmobile Intrigue 4 door that gets from 23 to 25 mpg driving in the country and some city driving. It is a V6 with plenty of power, but not too much for a 15 year old to handle. So with all of this in mind, lets try to draw some conclusion. Late '90s GM cars such as the Oldsmobile Intrigue, Buick LeSabre, Pontiac Bonneville are all front wheel drive, have plenty of room, are nice looking cars and would make a great beginner car for a 15 year old. If your taste runs more for Ford, the '98 up Taurus is Ford's answer to the GM cars I have just mentioned. And for Chrysler people, the Dodge Intrepid is the FWD family car. Hmm no, because a car is not for 15 year olds even if they did have a permit. I would start looking into cars when it's more towards her 16th birthday and you know she's going to have the license in her hand, a lot of teenagers don't pass there first test anyways. A lot of my friends didn't pass either the written or driving part.
And as for cars when that day comes I really wouldn't know, my mom had some quotes done on me for insurance and they were all pretty high. We're now looking into getting small cars like Jetta's, etc. Any sports car is going to be really high on insurance, and of course big suv/trucks are going to have bad gas mileage. So look for smaller cars (the easiest thing to do).

Best is get her a Toy Car, which wud infact be the safest and very low on insurance plus you would have a huge variety to choose from! (even american made)

Get her a 1967 Ford Mustang, low price is about $2000, thats a wreck, hasnt been wrecked, but its a wreck. Then have the car restored, $10,000 or so depending on how original you go, she will have a sweet ride, boys will go crazy, she will get pregnant, wait,
forget the Mustang, get a Yugo.

I would say a used Honda Civic--safe, sane, reliable, and not a whole lot of flash. You don't want to encourage the natural tendencies of teenagers to emulate the "Dukes of Hazzard" stunts!

brand new or what?.....if so you could get her this little chevy that gets 40 mpg.....i cant remember what it is called tho....its like a little bubble car ...but then you have to think about her getting hit by a huge SUV,,,,,,i would get her a tank.....then you dont have to worry bout her getting killed.....no seriously, i would worry more bout the body structure oppose tho the gas mileage
