If you want to read Quran online in Arabic without translation you can use these sites
http://tanzil.net/
http://www.quranflash.com/books/Medina1/?en

if you want to read Quran in Arabic offline in Windows, I would recommend ShaPlus Quranviewer, it used the same data and font supplied by Quran printing complex in Saudi Arabic. The program is less than 1 mb and can be downloaded from http://www.shaplus.com/free-quran-software/software-for-reading-quran/quranviewer.htm
