On a recently purchased Gold Plated Belkin double ended male pin conector both conectors don't have this pin. ??? (http://www.epanorama.net/documents/pc/vga_bd15.html - no 7 on the diagram on this link)

I don't think you are counting the pins correctly. Notice on that diagram that pin 9 is not connected. It is in the same row, one pin in from the outer most pin, just like pin 7.

Since pin 9 isn't connected, Belkin saved a few pennies and didn't put a pin in the connector.
