Depends where you live, but generally you need to be a high school graduate and go through the police academy. If you find a city to hire you first, they will pay for the academy and pay you while you're in there. Or, you can go to a college that offers the academy and put yourself though. Then you apply at the cities you're interested in.
Think about whether the life-style will be worth it for you. I noticed from another question that you're married? You will almost certainly be on the swing-shift or graveyard shift for several years. That means not seeing your family much at all. Your wife will probably not see you on holidays, birthdays or anniversaries. If she works too, you may be on opposite shifts for years. If you have kids, you'll miss alot of their activities.
You'll see a lot of things that'll make you think there are no good people in the world at all - it takes a very strong person to remain decent when doing that kind of work....

It all depends on what state you are from and what department you want to work for. Whether it is City, State or Federal, they all have different requirements. Some require college, some don't. As for speeding tickets. I had tickets when I applied for my current police job. It is more that they are trying to see if you will be truthful about having them than whether you have them or not. The thought is if you will lie about a ticket what else will you lie about. So, decide which department you want to apply to, go in and ask to their recruiter and find out the prerequisites.

You have to go to college and then go to a police acadamy training facility and be able to pass all they have and pass a background check and be able to down a dozen doughnuts in 15 minutes and a pot of coffee. If you become a cop which i hope you do since that is something that you say you have always wanted to do just be a good cop and dont let the badge go to your head.

Each state has there own policy on becoming a police officer. Here you have to be hired by a police dept and they will send you to the police academy. you will need to have a high school diploma or a GED. As long as you don't have any felony's or domestic violence charges you should not have any problems. Buy yes you will need to go to your local department and find out what their requirement are.

You would have to enforce laws on people who have committed no crime (no victim no crime), so unless you beat up other kids while you were in school and stole their money, you have no business being a cop (corporate owned police)... In other words you have to fit the same profile as a criminal to be a policeman in America with today's corrupt government... is that you?
