Your question is about Karma, but there's some truth about Karma that nobody today are prepared to accept. So I am not going to waste time mentioning it.
In very layman's explanation, I'll say that God is cause and effect itself. In Judaism, there's a saying that God is present in the good actions that we take. But then, it depends on how you will interpret God. Different people interpret God differently. So the answer to whether God does interfere with cause and effect will also be different. Even the interpretation on what exactly is cause and effect is also different among everyone and are mostly wrong.

Generally, I'd say He doesn't but He can if He wants to. God created the physical laws of the universe. Surely, He doesn't have to obey His own laws. That would be like building a jail cell from the inside-out and when you're done then you lock it from the inside and throw the key away. Now you're a prisoner in your
own jail cell. That would be stupid. Is God stupid? At any particular instant God can suspend His laws. It's called a miracle(atheists would call it an anomaly). Generally, He doesn't do that.
