The most effective and successful way to improve one's communication skills is to 'COMMUNICATE'.
Yes! Unless one is not getting into the practise of communicating all the time, it is hard to have that skill.
Feel free to communicate (in the language you desired to develop)! Never hesitate for the pronunciation mistakes or of its grammar.
But when you did those mistakes or may be blunders(depends on the language), try to avoid the next time and for ever.
Gradually, try to communicate nicely, error-free and fluently.
Its sure it'll be yours.

However , for good communication skills, you must be able to be communicative well first and know what to communicate for!

Learn to LISTEN attentively & "hear" what the other is communicating--- both verbally & non-verbally.

forget there is some one to hear you. talk as freely and express yourself as if no one is around you, as you in bath time. fear not. you are going to lose nothing, and yet is to gain more.
