There is a few things it might be:

1) Allergies

2) Your min pin could have a thyroid problem. If the vets you went to didn't perform a thyroid test, I would have one done. Your puppy could have a hypo-tyroid which can cause them to lose their fur. The test is called a T4

3) Stress is another big one that would cause your puppy to lose its fur

4) diet. Most common food allergens for dogs are corn, soy, and wheat.

You could try Flaxseed oil. It's mostly used for flakes on the skin but I have heard people using it for loss of fur and for some reason it helps. It should be refrigerated because it can go bad quickly.

Hope it helps

It is a high possibility that it is allergies. Though excessive shedding can be caused because your dog is missing a vitamin. Call your vet and discuss these possibilities. Also another idea is skin mites. They are hard to see and would cause your dog to naw, much like fleas except they are much smaller and hard to see. Hope this helps!

I have a female minpin and she has 2 spots that are bald due to her gnawing a flea
If you don't have a flea problem then I would think that your dog
has some kind of allergy, have any of the vets suggested allergy testing? maybe it's allergic to its food or something in your house?
good luck
