Say I was traveling in the lane next to HOV and the person in front of me was driving very slow, (below the posted minimum speed limit) and I passed them in the HOV lane. While in the HOV lane I was behind a person driving alone also. I seen them get back into the lane and there was a motorcycle cop in front of them. As soon as I seen it was safe, I got back over. Then the Motorcycle cop pulled me over and cited me for driving in the HOV lane. How do I contest this and aren't drivers with ULEV's authorized to drive in the HOV lane anyways?

Unfortunately, you are stuck here, as it is usually NOT legal to use the HOV lane as a passing lane, at least not in California.

As for ULEV in HOV lane, in CA it requires a special permit sticker available from the local DMV. It is NOT automatic.

I don't think having a ULEV vehicle allows you drive in the HOV lane, at least not here in Utah. As for the ticket, you're probably stuck with it, you probably should've passed in the lane to the right of you instead of the HOV lane. I can't say I feel too symphathetic for you, but good luck anyway! Hopefully you can get them to drop the ticket if you bring up the ULEV thing, other than that, I'm sure they're going to tell you that the HOV lane isn't a passing lane. Good luck with everything!

i know its not really an answer but its a really dumb idea to have these lanes in LA. everyone in LA drives alone
