Cheap lifts are not better, just cheaper. Are you going to risk your
investment in your XJ with a cheap lift and watch it tumble over an embankment, or break down on the trail due to cheap parts? A proper lift of 4" or more requires a professional lift kit, and a lot of knowledge. Tires are important too, don't skimp on the price. Get a quality manufacture's tire, for your needs and in a price range you can live with. I off road with my 90 XJ, and can tell horror stories from 4X4'ers I've met on the trail. Research, comparison shop, ask questions, and be sure what you want works before you plunk down your hard earned cash. Links below should get you started in the right direction. Good luck. And remember, keep four wheels on the road and not in the air!

Any XJ lift over 2" leaves the realm of cheap. Most need (and should), new sub frames and major bracketry to maintain steering and drive angles. Also Cherokee fenders aren't very giving in the tire size department. There are aftermarket bolt on fenders that really open the front up and look cool to boot. I think Quadratec has them. BTW you can't body lift an XJ because there's no frame to lift the body off of.

Buy the tires first since they are more important to you and me !!

Check the location of the leaf springs. To lift the body of the vehicle, you could install lift blocks between the axle and the leaf springs. Most 4WD shops sell the blocks and hardware.

Go to Quadratec.com They have LOTS of stuff. If you have a Jeep you need a subscription. They have mostly performance parts but there are some good replacement parts as well.

how about coil spring spacers and trimming the fenders, it wont net you 4.5 inches of lift but it will allow more flex on a budget and the space for bigger tires. also add-a-leaves work too, but dont go crazy with them.
