Where do you live that the cops don't show up for accidents on private property? Does that mean if I run you over in the grocery parking lot I can just go home because the cops don't come? Sounds a little strange. Perhaps they didn't come because the damage was below the threshold that required a police report ($1,000 here), and there were no injuries? If she puts in a report, and claims you did damage, you will hear from your insurance company, believe me.

Well, you need to define "off the hook". If you hit someone and both of you exchanged insurance information then there is a great probability that if you were at fault, you willl be held responsible for the other person's vehicle repairs. I would suggest that you go the police station and file your own report and then forward it to your insurance company. Usually, the person that files the report first has the best chance of having their side of the story heard first. Also, were there any witnesses to the accident? If so, get their information for your records and to put in the police report.
I would not "skip" the event because if the other driver files a report an you don't, then it's possible that you wil be held liable for damages to their car and any other personal injury claims they may file later down the line. (you never know, this person could have drove straight to the hospital or doctor to document any injuries the sustained (allegedly) in the accident and that can open up whole new can of legal liability worms.
Whether it's your fault or not, do the right thing and CYA by filing a report unless you and the other person agree in writing not ot file a report and forfeit your rights to insurance claims from each other.
We live in the great state of litigation, where lawyers are a dime a dozen and lawsuits are always in vogue.
Peace.

NO, sorry! You are definitely NOT off the hook. There are many cases when a police officer doesn't file an accident report, even when not on private property. In the state where I live, for example, they are not required to file a report if there are no injuries. That has nothing to do with your legal responsibility if you were at fault. She can easily pursue it in court and as long as she has proof, you will have to pay.

she could still make a claim thru her insurance to collect from your insurance,in most parking lot accidents they are called no fault, but make sure your insurance knows what happened so they can prepare for it,otherwise they may pay her claim and collect from you
