Have you ever used Photoshop Studio 8. Unless you are seriously into photography, the free one is great. Photoshop studio 8 has lots of bells and whistles that you are not going to get with your free one. You can do so much more with Studio 8.
It is more for the professional photographers. I am assuming you are speaking of Adobe Photoshop CS 8. But you can get it cheaper than $999. Check it out on comparing prices on the Internet, but a lot of these freeware program work well.
