I know it's just a movie, but why or why not should the mentally retarded killer go to Hell? And why does this not apply to all people?

If he's retarded, he's got the brain of a child, and isn't really accountable for his actions.

Then again, I don't believe in heaven or hell.

Yes. Hell is not a place where we go eternally. It is a place to burn off bad karma. Human beings are responsible for their actions. God know the consciousness of the person and He will be the Judge of their actions.A retarted person is that way due to karma not just born that way for no reason. No one goes to hell forever, that was The Catholic Churches way to control the citizens, so they manipulated the scriptures to fit their idea.(King Constantine changed so many things even on Karma and Reincarnation. It was easy to do back then because only the Priests and Government had the Holy Books. Have not seen the movie, but people go to hell for one reason, rejecting God's Son the Lord Jesus Christ as their saviour. Not because they were bad or did good works simply because of their rejection of Christ. By not accepting Him you cannot go before God who is Holy because you are still in your sin. Accept Christ and He will remove your sins and make you clean and acceptable to God.
