Unfortunately this usually happens when the child is either being hit or has seen hitting. So the first thing to do is tlak with her parents and see what the cause is. Regardless of the cause, however, toddlers do not need severe punishments or reprimands. What will commonly help little hands stop hitting is being held. When she goes to hit anyone, take hold of her hands and hold them. Hold her too if she needs that. Say something simple like "Hands are not for hitting" or "Soft touches only" Hold her until either she calms down or you can transport her to a place where you can put her down and isolate her to calm down. It will eventually work.

Many people say that spanking her or hitting her back is the solution, but this simply does not make sense. How do you teach a barely verbal child not to hit when that is exactly what you are doing to her? Sure, she may stop hitting eventually, but not because she learns anything good. She just learns that hitting is something we hide from authority figures (anyone remember siblings hitting us behind mom and dad's backs?) If hitting really needs to happen (maybe she just needs to get out some pent-up anxiety or frustration), teach her to hit a pillow or the floor.
