Is there any place to get free TTS voices to install on my computer besides the default Microsoft Sam? I use a program that has a TTS engine and his voice is annoying!

The thing is, the program I use is important, so I can't use another one. In the drop down where it has me select voices for Text to Speech, I only see Microsoft Sam.

Is there a way to get more voices without having to use a different program?

The best sounding voices aren't exactly free. But they don't cost an arm and a leg either. Most excellent sounding voices cost between $20 and $35.

There are many softwares which do that.

You can use softwares like Readplease 2003 or TexttoSpeech to convert text to speech.

Readplease bt default has some 6 voices.

The new version of readplease seems to be pretty ok.
