as a beginner you can pretty much pick up any skateboard n the market. by your price range you will most likely be picking up a board at a department store or something of the like as a complete skateboard (trucks, wheels, bearings, deck) at a skate shop will more likely run about 200$ CA. the standard complete available at a department store has improved over the years with the proliferation of skateboarding in modern culture so it does now suit the needs of a beginning boarder. once you learn to ride you will inevitably notice that the cheapo setup isn't all it could be, this is when you should look into a better complete.
i suggest starti gn with a better deck to start, any skate shop can sell you a good deck--if you're not overly concerned with appearances go for a 'blank' deck, which means no manufacturers label , any decent skate shop carries these and they are as good as any deck, but a lot cheaper than a pro deck... any further, feel free to ask again.
once you can ollie you're well on your way, good luck, skating's hard, stick with it and you'll get better.

anyway, i recommend getting a board from walmart or target. yes they are cheap, but at least you get down some basics of how to ride. Tip: get new trucks if you do this. i tried out one of these boards and snapped a truck in a couple days. you can get those for as little as $15 each. but anything is better than stock.

board: $10
new trucks @$15 each: $30
TOTAL: $40.
you dont have to break your bank on a beginner rig

after your confident, then you should save $80-120 to buy a good board. check out your local skate shops, they can build custom boards pretty cheap.

If you are starting out and only have $40 bucks, find some good riders in your area and buy some used stuff. Check out the local riders, ebay, craigslist, garage sales, and even ask around at the skateshop for information and used equipment.
