Do they just wait for some customer to buy it and leave it on the shelf forever? Do they throw it out? What do they do? Wouldn't it be a waste of food?

It is a waste of food... some of the food goes back to the vendors (like bread, potato chips, etc) where they try to resell it in outlet stores, or they donate it to charities.

High spoilage foods such as milk, meat and perishables go into the trash ...meats are put down a disposal. Sometimes, tallow (grease) companies and farmers are contracted to pick up the spoiled produce to be recycled into fertilizer or fed as pig slop.

Boxed foods are destroyed in a compactor and the store gets credit for disposing of them.

I used to work at a grocery store and some, I'm not pointing fingers but some have just reshelved food that is passed its expiration date, or sometimes the company hires lazy people that only care about their paycheck instead of customer safety. If a customer falls ill because of something that was expired and it stayed on the shelf, who is at fault; the store or the customer? I say the customer shood always look for dates. ifyou don't find one, pass it up because the comany who makes the product has to by law put an expiration date of all food items. Even animal food!

The expiration dates on food is only a guideline. Not a perfect science. Ever get anything with a use by date at least 6 months ahead? Well, what if 6 months and a week passed, is it no good then? Of, course it is, with all the preservatives in the food. The fresh produce like bread, all baked goods, are in some stores stocked by the supplier and they remove the outdated when restocking. I think (hope) they donate this food to the local homeless shelter, food pantry.
With meat, the stores seem to repackage. Looks nice and red on the outside, brown when you actually separate it. That's wrong and has harmed people.
Overall, I think that what cannot be sold to the consumer, is donated.

Usually the store does a managers special and sells it a few days before it will expire for a lower price and if it doesn't sell then they take it off the shelf and discard of the product.

Usually stores reduce the price when it is nearly exprired and good stores throw out the expired food. But bad stores keep the food until it gets bought by someone.

i don't think of it has to do with style. i imagine the project is for example the position I stay there are not any extra butchers really Halal butchers which I refuse to provide my money to. also, greengrocers do not even exist right here anymore really severe priced nook shops. The food market gained't be the perfect position to purchase meat or veg yet they have extra selection, are extra not severe priced and there is nowhere else to get produce from. it is tremendous in case you stay in a small city/ village that continues to be stuck contained in the time warp yet everywhere else (ie massive cities alongside with London) has replaced and moved on.

They offer them for reduced sale prices. One time, I went to one store, and found out the soybean milk they were selling were expiring in one week, and the staff didn't give a damn. They wouldn't even offer them for cheaper sale.

The Publix by my house gives all their expired bread and pastry items to my friends church and they give those to needy people.
