Giving the keys of th kingdom and bind and loose things on earth is NOT the equivalent of making new rules.

That is exactly the reason Adam and Eve got ejected from the Garden.

They choose to set their own rules as to what was right or wrong and not follow God's direction.

But, I don't understand the idea of "rightly dividing the Word".
Do you mean that part of the word is better than another?
Or that some things were applicable 4000 years ago than they are now?

Don't know. What I do know is 2 Tim 3:16. ALL scripture is inspired...
