It's a riddle with no answer being revealed, given to a Rabbi by Bar Kappara. Well, to be exact, Bar Kappara whispered it to Rabbi's son-in-law, who had been completely silent, while everyone else present had asked the Rabbi questions. The son-in-law repeats the riddle to the Rabbi, and when the Rabbi heard it, but couldn't answer, he turned to Bar Kappara and said that Bar Kappara would never be recognized as an elder.
