Patsy's is fantastic! also, One If By Land, Two If By Sea and Daniel are great as well!

I think that it depends on which Patsy's you go to!
Some of them can be quite loud and crowded, so that might not be the most romantic.
If you definitely want Italian/Pizza, some more romantic places in that price range would be:
Piadina - 6th Avenue and 10th Street
Malatesta - Christopher & Washington Streets
Mosto - 2nd Avenue and 5th Street
Osteria al Doge - 44th between 6th & 7th
