Simple answer: Because bad thing happen to good people.
If nothing bad ever happened to good people, you would not need laws. If anyone who did something bad was punished...visably...quickly...and justly...by some cosmic force, you would not need laws. However, that does not happen. While God does dole out the enternal reward or allow you to be tormented, he tends to reserve this for the afterlife.
In THIS life, we need jails.

The laws are necessary because there is always someone out there who thinks that he/she knows it all. Moral guidance is still necessary because some folks do not want to believe in their karma. A man's death is written the day he is born and no matter what anyone does he is going to die then,

This is true, you have to take in the consciousness level of the culture, at lower levels fear is needed to control the population. Try to get an animal to understand Karma. Animals only understand learned and innate tendencies. Humanity is barely over animal consciousness.
again moral guidance is just advice from someone more evolved something we all need.
In the future we may honor other peoples vices with compassion and non-judgment knowing that karma will take its course in them.

Classically, Karma's effects are subtle and are stretched across life-times, rendering it impact too separate from the action to have a deterrent effect.
Under recent thinking, Karma's impact is often still subtle, but having greater impact on one's sense of internal peace of mind. And while this is an excellent reward for being helpful and avoiding harm, it also is not a great reinforcer. Instead, the negative effects of karma are easily blamed on someone else. However, if one examines one's choices closely, it is often possible to connect seemingly divergent events through lines of cause and effect. (Often a part of this chain is a change in emotional well-being that results in less than helpful choices.)

Very nice question there.
If this karma stuff is true, then one would definately assume no need for law and order. However, there is no immediate repercussion with karma, is there? Often people speak of karma afflicting someone years after they committed their dastardly deed, so perhaps there would still be a need for a justice system.

Man made laws and moral guidance are for those ignorant of the laws of karma(cause and effect). Once one is baptized with spirit and fulfills the law,no longer a sinner,they live in unity with God in unconditional love,doing the will of God.

People are idiots. The majority don't really have a clear concept of cause and effect, ie behavior and consequences. Without laws, people would have no framework with which to exist with others of their species, not to mention other species, and chaos would ensue.
It is chaotic enough with rules and laws. How long do you think you would survive on the road without laws governing the white lines, yellow lines, stop signs, lights, merging, etc?

Good question. But you would have to have a definite, carved-in-stone set of Karmic rules and such. If in fact Karma is dynamic, then no, we would not need to have laws.

It does not say when a person is capable of understanding and accepting their fate. Jesus became the law on the cross so they say but is that it or did he have other lives in which he prepared for his destiny. The a.r.e says so.
