i just want to let you know that you are doing the best you can. i am having huge problems with determining what is wrong with my cat as well without spending a fortune. i think the only thing you can do is to experiment with different foods & do some more research on foods. perhaps a canned food might be better for her?
other than that, just loving her! i mean, without spending a fortune, that is all you can really do!!!

Call around and find a vet with a doppler machine. Check her blood pressure. My 20 years old had the same problem and we found out he had high blood pressure. We now visit a formulating pharmacy once a month to get his blood pressure medicine.
Also, you have to realize that, just like humans, cats digestive tracts don't work as well when they get older. I now feed Royal Canin kitten formula dry food and Friskies cans to him and he has gained weight and doesn't throw up anymore.
It might not be a bad idea, if you haven't already, to have her teeth checked. She may not be chewing her food thoroughly because of some dental problems. They should have their teeth cleaned at least once a year. As they get older, they sometimes need to have teeth extracted. They are just like people, just smaller and nicer.

At this point, try to do what makes her comfortable as she probably does not have much time left. If you do not think she is suffering, continue to let her be. If you think she is uncomfortable or truely sick, then get her to the vet for a general check over and explain to the vet that you don't have money to go to great lengths to save her, and see what advice they can give in keeping her comfortable, or if they suggest it is time to let her go.
Good luck.

Add water in her food so it is not hard but not completely mush, that should help, your cat is old and is getting to the point where she needs every little bit of TLC you can give her. My aunt had a cat that was 22 her evil dog attacked her and broke her jaw, and this what what she did. God Bless you and your cat

Just spoil her for the time she has left. If she pukes (and it's not hairballs) feed her again. Give her all the treats and attention she wants.

If you can't afford the vet, can't afford the pet.
It's not fair to your dog at all.
