The dogs eyes could have dust, pollen or hair in them. You can rince the eyes with bought saline solution or liquid tears. Dry the tear tracks with a clean cloth or tissue.
Give a little treat when you do this and he will not mind as much and will look forward to you getting finished. At first you can put drops in an eye and then treat then drops in the other eye.
If you continue to have trouble consult your Vet.

some dogs eyes tear all the time. All you can do is wipe them.
Your vet could recommend what to use to clean them with.
Petsmart is a good place to go don't cost you anything there to ask. Its Free

You can usally give your pets allergy medicine to stop the tearing. I have a pomeranian and her eyes are constantly tearing we dont give her anything but putting vasoline usally cleans up the crust that forms around her tear ducts
