Manually go in to your windows 98 disk find the file and copy and paste it over to your windows system files...Find the file online and once again copy it over to your windows systems files....3rd reinstall windows 98 after backing up your important stuff..

WINDOWS 95, 98 AND ME RUNDLL32 ERROR MESSAGES AND SOME FIXES. HOW IMPORTANT IS RUNDLL32.EXE ?
Rundll32.exe is an essential Windows file, used internally to activate a wide variety of system functions, from formatting floppy disks to handling Open with... on the right-click pop-up menu. If the file is missing or corrupted, you'll have big problems.
SYMPTOMS :
You may receive random general protection (GP) fault error messages in Mmsystem.dll.
You may also receive one of the following error messages:
Rundll32 - This program has performed an illegal operation and will be shut down.
Rundll - This program has performed an illegal operation and will be shut down.
Clicking the Details button reveals a message similar to one of the following:
RUNDLL32 caused a General Protection Fault in module MMSYSTEM.DLL
RUNDLL caused a General Protection Fault in module MMSYSTEM.DLL at 000a:00000032 This error message is more likely to occur after you use the Add New Hardware tool in Control Panel.
CAUSE:
This problem can occur if the "drivers=mmsystem.dll" line is missing from the [boot] section of the System.ini file.
THERE ARE TWO POSSIBLE RESOLUTIONS :
(A. )To correct this problem, follow these steps:
Click RUN -->in the OPEN box type "msconfig" without quotations-->Click OK.
Use any text editor (such as Notepad) to edit the System.ini file.
Add the following line to the [boot] section of the file:
drivers=mmsystem.dll
Save and then close the System.ini file.
Restart your computer.
(B.)
Insert your original Windows CD in the CD/DVD-ROM drive, open an MS-DOS prompt, and navigate to the folder on the CD that contains the setup.cab files. These will be files numbered in sequence with names like Win98_21.cab, Win98_22.cab, etc. Within that directory, find the first CAB file name in sequence. Now enter the command--> EXTRACT/LC:Windows /A win98_21.cab rundll32.exe,--- replacing Win98_21.cab with the actual lowest-numbered CAB file name. This will extract a fresh copy of Rundll32.exe and put this essential file directly into your Windows folder.
MORE INFORMATION
This problem can occur when the System.ini file has been replaced with the System.cb file.

if you can boot to the operating system then fine. Otherwise you would have to re-install the operating system
