You should question yourself this: Why are you friends with someone who dropped out of high school and has 8 jobs.
By being friends with someone like this, you are telling your little sister that it is okay to hang around and/or date people like this. Be a good influence on your little sis and hang around the right people (at least around her). That way if you catch your little sis making out with one of your friends, you won't have to worry about the friend being a total loser.
Tell your little sis how you feel and let her know about him. Tell her that you were being a bad influence on her (give some blame to yourself) by hanging out with someone like this. Tell her that he is not good for her because she is worth much more.
Good luck, seriously.

Maybe you should talk to your sister about the guy, instead of breaking them up, because your sister will hate you for it, or she can learn it the hard way, deal with it herself.

ACTUALLY, even if they did have sex, SHE is of consenting age now, he would have to be at least 21 to be arrested for it...........also if ur sister looks up to you and respects you you should talk directly to her about it and also to him IF she's any bit of a rebel at allo ur screwed, if you try to push them apart she'll cling to him like nothing else, my advice is just tlet it run it's course

How is this YOUR friend? If he's such a bad guy, why are you friends with him?
Punch him in the gut and tell him to stay away from your sister.

Well first im really sorry that you saw that. What I would do is tell her that you think that he is no good for her and tell her those reasons. I reall dont know why she would do that though. but just tell her what you feel. It may lead to arguing but at least she would know how you feel.

If I were you I would leave them alone and not do anything. You can make it much worse by making a big deal of it.
