Is it true that with American Express you have to pay off your full balance every month when your billing statement comes in?

The Blue allows you to opt to carry a balance throughout the year or pay the full amount monthly, like a traditional American Express card. The correct answer is yes and no.

American Express has their traditional Green, Gold, and Platinum cards that you pay the balance in full each month.

American Express also has a bevy of other cards including their Starwoods, Hilton, Blue, Blue Cash, etc that allow you to pay your balance over time like most other credit cards.

They are all American Express branded cards.

There are also now American Express cards issued by banks other than American Express, such as Bank America. These cards also allow paying your balance over time.

NO! But they will charge you a ridicusouly high apr for not paying it in full (as do all credit cards)
