In school I was taught color doesnt lift color but my fellow graduates say that it can? Can I just used developer? thank you

Color will not lift color. You need to use bleach as developer itself will not lift.

OMG be careful with the bleach issue, I have platinum blonde hair so I can tell you from personal experience bleach won't lift color it will STRIP it, when I was a teenager I went through the whole goth phase lol and it had to be bleached on 3 seperate occasions I had to go through my hair being like cotton candy for a year because of that lil mess and just in the last 5 yrs its back to healthy.... no you cant just use developer alone it wont do anything but destroy your hair
be careful with bleach and developers, go to a professional

No, there is bleach in the highlight....so pick a color that compliments what you already have....and try a little at a time.....so it doesn't destroy the base color.
There are great kits in the grocery store and drug store...with everything including conditioner ....complete!

dont bleach beause if you have blond hair and you bleach it it will make your hair white
