generally it is mainly composed of seeds that look a little gooey. when birds are ill they are lethargic with their tail feathers bobbing up and down. they also puff up their feathers to keep themselves warm. they will sleep alot and their eyes might look puffy. birds regurgitate to feed their chicks and if your bird is very attached to you it might try to feed you too to show it's affection.

I've had a parakeet/budgie for 11 years. I've only seen her regurgitate once, and it was a liquid. She recovered within minutes! However, birds are usually very good at hiding illnesses, so i'd take your parakeet to the vets just to be sure there's nothing wrong.

I now have my third parakeet and it looks like gooey seeds, they will do it for you to show affection because it is how they feed their babies. If they are doing it infront of you it is a good thing but if it is somewhere odd then you might want to call a vet
