The bugs in flour and other grains, such as grits and rice, come from storage before packaging or using organic foods. Organic foods have more bugs.
Prior to packaging, grains are stored in silos where they are fumigated with methylene chloride. This kills the live bugs, but not the eggs.
After the grains get packaged, they go to a warehouse and then the market.
Bugs have prime opportunities to enter the grain packages, even if they are sealed with plastic.
The best thing to do when you buy grains is to put them in the freezer. The eggs will still be there, but they won't hatch due to the temperature.

Flour bugs eggs or bugs themselves can be present in all sorts of food. Dry pasta is another one. The flour you have is old (or sat on a shelf for a long time). The eggs go through a life cycle. The stage you found them is the crawling stage, next will be the flying stage. The eggs are as small as a grain of flour, so not visible to the eye. Chuck out what you have, its infested. Only buy what you can use at the time. Keep flour in a tightly sealed container, e.g. zip lock bag.

The brown bugs are flour weevils. Some call them confused flour weevils. The eggs were in the flour when you brought it and they got in there where the flour was processed. Watching the dates on the flour will help. Keeping the flour in the freezer will help after you buy it. Washing the shelves, paying attention to the edges, with soap and water will kill them and the eggs. Putting the food in sealed containers will help.

Refrigerate your flour if you don't use it very often. Flour is made from wheat and it's nearly impossible to keep bugs and bug eggs out of grain. Something you have in the house was infested. It could have been the flour but refrigerating your flour keeps it out of the cabinet where the bugs are likely to be.

Believe it or not, there are bug eggs in the flour you buy from the store. Actually they're in about everything with flour in it, from cake mixes to cornbread mix to pasta.
All you need to do is put the new bag of flour (or cake mixes or pasta) you buy in the freezer overnight to kill the bug eggs; also, get a small enough bag of flour next time that you'll use it up in a timely manner.
It's gross, I know, but that's one of those 'acceptable levels' of 'other things' allowed in our food. Isn't the FDA wonderful?

Throw out this batch, but for the future, get a big plastic container with snap top. Like Rubbermaid or something. Store your flour in the freezer. They'll stop any dormant eggs from hatching and kill any microscopic bugs living in the flour. It also keeps it fresh longer. It won't freeze solid unless you get it wet and then you might as throw it out.

Next time your in the market you might notice as you're looking at the flour the cereal's right behind you. The bugs are just one of those things that come with the territory, they don't grow from flour they just get picked up and delivered with all the rest of the boxed and bags, same with silverfish, roaches you name um, worms in the lettuce, it's just life.

Put whole Bay/Basil leaves in the flour, either one and it keep them out. I do put my Flour into a Seal-able/Air Tight Container.
