1) Take it to the vet, now. You need to get the animal help, regardless of where you go.

2) Some puppies just can't survive. My aunt had a puppy who passed away after a few weeks; it was nothing with the care, the puppy was just not strong enough.

what is the puppy doing that makes you think it will die? if it is just that the mother is not feeding it, then you can bottle feed the puppy ever 2-3 hours using a PUPPY milk replacer. If the puppy is just not moving or breathing well then I think it is cruel to let the puppy suffer. You need to FIND a vet. I can't believe you can't find a vet that is open

call the aspca or some animal shelter they should be able to advise u on the next closest vet or do a house call. the vet at the aspca might be able to give u advice on how to care for the pup till u can geet it to this vet.
u didnt really tell us what was wrong with pup so we cant give the best advice

I hate to inform ya yet till she is able to modify, not some thing will artwork. human beings are continually so quick to assert rehab even though it gained't artwork except she needs it too. the actual shown actuality that she is 17 would not help both. It feels like she has a ingesting difficulty. i fairly wouldnt worry about the weed because it fairly is fantastically damn innocuous. unlawful sure, possibly as undesirable as smoking a cigarette, yet risky? not oftentimes. The ingesting is a good higher difficulty, and she or he does look reckless even as inebriated. both she is going to develop out of it or she wont. back, im sorry to could inform you this yet she will wont stop untill she needs too. she will bypass to rehab dozens of cases yet till she makes a call she has had adequate, it wont do a project except throw money down the drain. the perfect you may do is tell her the way you experience, and wish it will make a large difference. Sorry, and powerful good fortune!

Take it to the vet ASAP.

If she won't/can't afford it, tell her to bring it to a shelter and explain her financial situation.

If she still won't get the dog help, an anonymous call to your animal authorities might be needed. If you were the puppy wouldn't you want to go to the doctors.. and not.. die!?
