The only definate way is to get a DNA blood test done but on the female of most of the colours of cockatiels the under tail feathers have horizontal bars and the male does not. Facial colours are not reliable as I have seen females with bright orange patches and male with no cheek patches (whiteface). Albino cockatiels are difficult to sex because they are identical white so a dna test is the only sure way to sex.
Lutino females have the bars under the tail but they are very pale yellow in colour.
Greys and cinamons are easy to spot the bars on.
White face males have a bright white face while the females are grey on the face and have the bars under the tail.
This not so in birds before they have gone through the first moult as young cocks can also have the bars under the tail.

Male cockatiels sing and talk, they also vocalize a lot when they are young. We've only had seven birds, including the 3 males we own now, but we have always been able to spot the males when the vocalizing began.

You almost have to have them sexxed with a blood test; however, a breeder can sometimes tell. It depends on the age too.
